No, it's from 1993. The Joyce pic is probably 15, maybe twenty years earlier.

Hold onto your hats but I think I may just have come across a fairly recent clip of Joyce Mandel/Alexis Love!! I found this at another big boob forum and it features a clip of former Playmate Kimberly Conrad, ex-wife of Hugh Hefner, walking down the street with a lady friend, talking to entertainment reporters about her ex-husband. Take a look at Kimberly's friend, walking on the right. The guy who originally posted this believes that it's Alexis Love and, upon further examination, I am tending to agree with him!! At the 5:00 minute mark, Kimberly even turns to her friend and calls her either Joyce or Joy. Based upon the similar facial features and the fact that this lady appears to be concealing a pretty huge pair under that top, I really do think that it is indeed Joyce/Alexis. This clip was shot back in 2011 so it is fairly recent. Let me know what you guys think!
