That is what stealing electricity looks like. I've seen that in my native Mexico where people illegally tap to the power lines and needless to say, proper installation, maintenance and safety protocols are summarily ignored. Quite often the power company will dismantle the prohibited lines but they have massive security personnel for protection from the local people and quite often some people will die. Not only electrical power lines are tapped but oil and gas pipelines also and explosive results do happen.
