It looks like they were trying use what was an early form of 'EGR' ( Exhaust gas recirculation) , which in effect is **77** the engine to 'eat' a percentage of its own exhaust gases ! That and other limitations is what drags the power output down so much . That sort of 'pollution control' ( hah! ) would most likely cause reliability issues too....
